"Combining an analysis of focus group discussions with media coverage of poverty, this chapter illustrates how accepted or ‘discursive truths’ surrounding poverty are formed and simultaneously reified via media, public, and political debates. The result is that people living in poverty are subjected to a series of uncritical labelling and attributions according to two polarized ‘deserving’ and ‘undeserving’ camps. These discourses in turn arguably become regulative as they not only work to inform and determine the general public’s responses to those in poverty, but provide the justification for the treatment of people facing hardship, typified for instance by increased conditionality in social protection provisions. Understanding how such discursive truths surrounding poverty are generated and sustained offers insights into how and why policy responses to poverty in Britain have been steered in a particular and increasingly convergent direction, ultimately one which is and arguably always has been inherently shaming."
