Suffice to say the dilemma you have identified is that traditional per-image imaging metrics (signal to noise, signal to background, number of pixels on target, etc) will drive you to a very a large camera, probably with an unachievable dynamic range.  However, we are able to exploit capturing multiple images, and (perhaps sparsely) observe a variety of characteristics of targets of interest over time.
 
All of this means that the standard IR range equation isn't really applicable as intended.  At best, you can reconcile this and stick with the IR range equation by imagining that we can achieve adequate detection with a very much lower instantaneous SNR than you might expect, but the precise detail requires a more in-depth understanding of the detection processes used.
